You will need a video capture solution such as the ones DAZZLE make.
please note that these do not come with SOFTWARE to monitor the camera, simply to let you record it.
Bear in mind, if you are thinking of recording people without permission and you get caught filming in compromising scenarios you can face heavy legal issues. So no sticking the cam in ladies toilets.

I doubt that you can hook that thing up with a laptop.
